Achieving Spectrum Superiority with the Congressional Electromagnetic Warfare Working Group

Last month, the Hudson Institute and AOC hosted three co-chairs from the Congressional Electromagnetic Warfare Working Group (EWWG) for a panel discussion about some of the leading Electromagnetic Spectrum Operations (EMSO) issues facing the DOD. Rep. Don Bacon (NE-02), Rep. Chrissy Houlihan (PA-06) and Rep. Rick Larsen (WA-02) took questions from AOC President Brian Hinkley and Hudson Senior Fellow Timothy Walton, as well as audience members, on a variety of EMSO-related topics.

Introduction to Cognitive Radar and EW
Aug. 3 | 2 p.m. ET

This presentation will discuss the history and development of Cognitive radar (CR) and electronic warfare (EW). These systems did not happen overnight but were the result of a technological tipping point that has been years in the making. Until the early 2000s, advanced radar/EW were incremental advancements in adaptive signal processing such as adaptive beamforming and space-time adaptive processing, more powerful digital embedded real-time computing and enabling RF electronics (digital front ends). However, these systems were based on sample statistic-based methods that have their roots in the 1950s. Beginning with the DARPA/AFRL KASSPER project and related classified projects, a new knowledge-aided (KA) architecture was developed that could arguably be said to be the first integration of the modern “information age” into advanced adaptive radar/EW. The first book on cognitive radar was published in 2010, which incorporated the last piece of the cognitive system: its ability to proactively “probe” and learn on the fly to update and augment its radar channel knowledge base. In addition to providing an overview of CR’s historical development, this webinar will provide details of the current state-of-the-art and its relationship to other CR methods such as those that discuss mimicking certain biological systems such as the sonar bat described by S. Haykin in 2006.

[Course] Principles of ESM Analysis
Nov. 6-9 | Instructor: Dr. Sue Robertson

This course equips ESM analysts with the information and techniques to determine and optimise the performance of ESM systems. It begins with a description of the electromagnetic environment, specifically what radars “look like” to an ESM system.

Equipment considerations include types of ESM receivers and antenna configurations, sensitivity requirements and parameter measurements. A session on ESM processing includes techniques for Direction of Arrival Measurement, Radar Pulse Deinterleaving and Radar Location Calculations. Methods for determining and visualising ESM Performance analysis are described and ESM testing in the real world is considered in detail with examples from specific geographic areas.

ESM Radar Library construction and Radar identification optimisation are important functions of the ESM system and novel methods for accomplishing these tasks are considered. Some common issues with ESM systems including multi-tracking, over-merging of track, Direction of Arrival errors and Multipath are described and solutions for these common problems are offered.

An EW/EMSO Summer Round-up

As the Ukraine War continues, we are learning essential lessons for the EW and EMSO communities (hint: some of them are not new). Host Ken Miller is joined by John Knowles and Colonel Jeff "Fish" Fischer for their insights into the broader impacts of these lessons and how we can (finally?) apply them to the changing global security landscapeーfrom defense budgets to military operations.

In this mid-summer update, John Knowles and Jeff Fischer give their perspectives on the war in Ukraine, delivering UAV capabilities, the Congressional Defense budget process, and the recent AOC/Hudson Institute Panel discussion with the Congressional EW Working Group.

John Knowles is the editor-in-chief of the Journal of Electromagnetic Dominance. Jeff Fischer is a retired Air Force Colonel and author.
