Cyber Electromagnetic Activity (CEMA) 2023
May 2-4 | Aberdeen Proving Ground, MD

Theme: Spectrum Dominance — Maneuvering as an “Inside” Force

Hosted by AOC, PEO IEW&S/C5ISR, and the AOC Susquehanna APG Roost, CEMA 2023's intent is to bring the community together to educate, discuss and strategize these technical needs. We anticipate 800+ representatives from military, government, industry and academia supporting PEO IEW&S, CCDC/DEVCOM and related organizations from APG and other areas. All attendees will be encouraged to tour the exhibits to learn about your unique solutions and insights. This conference will be held US Secret Only.

Submit an abstract today! Potential conflicts against near peer threats such as China and Russia pose significant challenges. These and other world powers have constructed anti-access area-denial infrastructure in an attempt to counter and keep at bay U.S. capabilities that would otherwise overwhelm our adversaries. The U.S. will not have the luxury of home field advantage, so utilizing the electromagnetic spectrum to penetrate that A2/AD bubble during conflict and maneuver as an “inside force” will be key to any outcome.

Submission deadline: Jan. 27

Bureaucracy from an Entrepreneur’s Perspective

Entrepreneurs in defense face a difficult challenge; navigating red tape and developing innovations for bureaucracies is challenging. In this episode, Ken Miller talks with entrepreneur and business executive Rick Lu to discover how entrepreneurs and startups can get through the door of agencies to develop niche technologies that satisfy all stakeholders.

Rick Lu has over 30 years of experience in the aerospace and defense industry and has founded two successful startup companies in the electronic warfare, communications, and C5ISR industries. First, Rick and Ken discuss the significance of developing relationships with the right people in agencies, understanding the different motivators of various organizations, and taking calculated risks.
