Theme: The Invisible Battlefield: Deterrence During Competition, Dominance Throughout Conflict

Call for Papers: Original presentations are being solicited from the US government, academia, industry, operational units and subject matter experts on how current and emerging technologies in electronic warfare, cyber, signals intelligence, information operations and other forms of non-kinetic engagement will support deterrence of our adversaries win decisively in a joint, multi-domain, high-intensity conflict across all phases of competition.

A native to Chicago, having been raised in the Berwyn area, Jerry Dutka had a sense of service and duty at an early age. He spent his entire adult life in service to his country in one way or another, first serving in the United States Marine Corps. The training and character he developed while in the service continued to serve him well throughout his career.

Dutka joined Northrop Grumman (then Hallicrafters) in 1955 and held a variety of positions in both the engineering and manufacturing organizations, with his 44 years of service culminating with his final position as the Director of Mechanical Engineering.

Dutka’s tireless efforts on behalf of the AOC continued beyond his retirement, up until his passing. Through innovative and persistent activity, the AOC scholarship program at the Windy City Roost/Chapter has grown and prospered. Dutka created the Century Club, which supports these yearly scholarships. It is a fitting continuation of engineering development, as he mentored many prominent engineers throughout his career.

Dutka passed away on Feb. 5 and will be greatly missed.

Although Congress chose to completely bypass the issue in the recently-signed FY2022 National Defense Authorization Act (NDAA), the Defense Advanced Research Projects Agency’s (DARPA’s) Electronics Resurgence Initiative (ERI) still shows the way forward to addressing the greatest vulnerability to the Nation’s strength and security – loss of semiconductor technology dominance. The ERI had its genesis nearly five years ago with the recognition that continued US leadership in microelectronics was threatened in both the defense and commercial sectors. (JED)
