Evolving to the Next Generation of Multifunctional Electronic Warfare Part II Thursday, August 22, 2019 14:00 -15:00 EDT With today’s increasingly sophisticated threats in the global defense battlefield and the proliferation of Anti-Access/Area Denial (A2/AD), technology must rise to meet the challenge of complex missions – particularly for those operating across the electromagnetic spectrum.These missions call for ‘smart’ systems that address multiple threats and perform simultaneous functions, meaning that they need to be adaptive, multifunctional and operate on any platform (whether in the air, at sea, on the ground or unmanned) – all under reduced size, weight and power. New systems need to have modern software architectures that can keep pace with commercial software development cycles and loosely coupled to hardware. This will enable future hardware and software systems to run in diverse environments. Dated systems built with one specific purpose and function (e.g., one individual system for electronic attack; a different system for electronic support measures, etc.) require ongoing upgrades and multiple parts, which can limit mission effectiveness and slow down critical mission turnaround time. 21st Century Electronic Warfare, Systems, Technology, and Techniques
 Are you interested in participating as a conference speaker at AOC EW Asia 2020? The event, part of the Asia Defence Expo & Conference Series (ADECS), focuses specifically on trends, technologies and opportunities within the Asia Pacific region. The region poses both unique difficulties and opportunities in advancing EM Operations. AOC EW Asia 2020 will address evolving EW and EM technologies and operational concepts for current and emerging threats in maritime, air and land operations, including hybrid warfare, cyber warfare, information warfare and signals intelligence. The theme for the conference, taking place on 4-5 February 2020 in Singapore, is “Advancing Electromagnetic Operations in the Asia Pacific Region.” The AOC is soliciting original unclassified, English language papers from subject-matter experts and international thought-leaders from the government, military, academia and industry. The AOC will recognize the premier leaders in EW, IO and EMS Operations fields throughout our 56th Annual Symposium and Convention. Please join us in celebrating these award winners for their exemplary service to our community. The Gold Medal Award is the highest award given by the AOC for outstanding advances and contributions in all fields of EW and IO. The Gold Medal Award as well as the Technology Hall of Fame Awards will be presented during the Opening Session on Monday, October 28th. The Hal Gershanoff Silver Medal Award is presented to an AOC member to recognize outstanding service in furthering the goals of the Association or its Chapter Organization(s). It is the highest award given to a member for service to the AOC. The Hal Gershanoff Silver Medal, the Colonel Anton D. Brees Lifetime Service Awards, and the Joseph W. Kearney Award will be presented at the Annual Banquet on Tuesday, October 29th. All other Individual awards will be presented at separate venues.

The AOC and Clarion Events are event partners for EW conferences and exhibitions held in Europe and Asia. Clarion also runs the largest Defence & Security event in the world, DSEI, biennially in London, with over 35,000 visitors expected: https://www.dsei.co.uk/ Clarion has again given the AOC a complimentary stand in London this coming September. UK Chapter volunteers will run the stand (N4-180 in the Joint Zone, near the Joint Theatre) on behalf of the AOC. The UK Chapter has also arranged a 90-minute EW Seminar in the Joint Theatre at 15:30 on Thursday 12 September. If you are coming to London for DSEI, please be sure to come to the stand and say hello. You might want to think about attending the seminar, too. UK AOC member Air Marshal Philip Sturley will chair the seminar, and four world class speakers have agreed to speak. The title of the Seminar is: "Hybrid Warfare, Cyber Electromagnetic Activities and Electronic Warfare – where we are and where we need to go." The AOC Palmetto Roost chapter has established the Rosemary Wenchel Memorial Scholarship at Charleston Southern University in honor of Rosemary Wenchel, who served the defense community in various capacities throughout her life. The scholarship will support a female student enrolled in the Bachelor of Science in Cybersecurity program at Charleston Southern University. Mrs. Wenchel was a leader, mentor, and friend to so many, and the Palmetto Roost endeavors to honor her legacy through this scholarship program. Full scholarship details can be found here. I'm not the best at everything, but I care. Being a Chapter President has been a challenging role. This past year has been difficult to manage work and life, and my efforts with the AOC have dropped considerably. I don't think I did enough to even get a chapter of the year award again. I can't find a volunteer to take over, either, so I guess you get what you get and you don't throw a fit. But, today was my birthday. It started with getting coffee and my barista guessing my age at 41. I turned 36 today. I am no longer an AOC Young Crow, as defined as 35 and under. I've been one for almost a decade, so it's strange. The fact that ladies regularly think I'm in my forties (the highest I've gotten is 55!) is an indicator that I'm not aging well.
The AOC Japan Chapter hosted the 8th EW Research Group Conference on April 16 in National Defense Academy, Yokosuka. The event was co-sponsored by the IEICE (The Institute of Electronics, Information and Communication Engineers) Japan, Technical Committee on Space, Aeronautical and Navigational Electronics (SANE).
The July 2019 Greater Los Angeles AOC Chapter meeting hosted two of the local area’s most prominent industry and government leaders, Mr. Cordell DeLaPena, director of program management and integration of the Air Force Space Command at the LA Air Force Base, Space and Missile Systems Center, and Mr. Chris Hernandez, vice president of engineering at Northrop Grumman. The meeting was well attended and included a number of the local company summer interns as well as various local subject matter experts interested in learning more about the AOC. The topics presented provided insight into the streamlined USAF Space Command organizational and program management process, termed SMC 2.0, being used by the Command to successfully field a growing number of defense space projects. In addition, Baker Street Scientific presented an overview of their efforts to develop processing algorithms to analyze complex SAR data. The Sixth International Conference on Electronic Warfare (EWCI 2020) is being organised by the much Awarded India Chapter of Association of Old Crows (AOC), Bangalore, and has the active support of Defence Research and Development Organisation (DRDO), Government of India, Ministry of Defence and the Defence Public Sector Unit (DPSU), Bharat Electronics Limited (BEL), Bangalore. The Conference is envisaged to be of great use for modern armed forces, military planners, developers, procurers, testers, trainers, and vendors of the latest EW technologies and systems. Past conferences in the series attracted large delegations from Indian Armed Services, DRDO, Defence PSUs, and national and international EW professionals. The Army wants to jam, spoof and hack enemy electronics with such subtlety the target doesn’t even realize what’s going wrong. That takes both high-tech equipment and highly trained personnel to use it. But the Army largely disbanded its electronic warfare corps after the Cold War, and the rebuilding takes time. The F-35 Joint Strike Fighters in the operational test fleet at California’s Edwards Air Force Base are suffering from low readiness rates that may threaten the successful completion of the crucial combat-testing phase of the program, as shown in a chart created by the Joint Program Office’s Integrated Test Force and obtained by the Project On Government Oversight (POGO). It was the first aircraft built specifically for electronic warfare, and for 48 years, the Northrop Grumman EA-6B Prowler quietly went about its business jamming enemy radar and communications and gathering intelligence. The U.S. Navy retired its last Prowler in 2015; the Marine Corps in March of this year. (Air & Space Magazine)
Several Republican senators are making the case that the U.S.-led F-35 Joint Strike Fighter program should be expanded with additional foreign sales to create a stronger coalition of allies. In a letter sent to Defense Secretary Mark Esper this week, Republican Sens. Marco Rubio of Florida and Pat Toomey of Pennsylvania said the U.S. would benefit by having more F-35s on flight lines around the world. (Military.com)
With a complex weapons integration program squared away, giving Royal Air Force Typhoon jets more punch, key sensors on the jet could see an upgrade. The RAF’s test and evaluation squadron is already test flying the Litening 5 targeting pod in order to optimize its operation by Typhoon pilots. Work is also underway to update and improve the reliability of the jets Pirate passive infrared airborne track equipment, said Andy Flynn, BAE System’s Typhoon capability director. (C4ISRNET)

The theme for the UNCLASSIFIED portion of the 2019 Pacific Information Operations Symposium, “Countering Coercion: The Role of Information Operations,” examines the Indo-Pacific Information Environment (IE) to understand how coercion and malign influence diminish the effectiveness of deterrence. Following last year’s symposium focus on how Information Operations could support effective deterrence, this year’s theme will examine how comprehensive coercion undermines effective deterrence of adversaries and assurance of allies and partners. The symposium will examine how to counter the erosive effects of coercion and malign influence from weakening or negating friendly force inform and influence efforts, preserving confidence in the cohesion of our Alliances and national capabilities to defend sovereignty from multiple attack vectors.
