TDOA (Time Difference of Arrival) geolocation, also known as multilateration, is a well-known and highly effective technique for accurate localization and tracking of RF emitters. The technique is employed widely in EW applications including locating enemies in the battlefield. It is also used to locate sources of interference in test and training scenarios. Most of these applications have traditionally been restricted to 2D TDOA where sensors and targets are ground-based.

The growing threat from UAVs has prompted an increased interest in techniques to geolocate emitters in three dimensions. TDOA techniques can be adapted for this purpose. Emerging threats are not restricted to high-end military UAVs in the battlefield. The use of commercial small UAV (sUAV) or drones is growing exponentially with ever increasing concerns for unintentional intrusion into secure military facilities, deliberate intrusion to create nuisance or conduct surveillance, interference with commercial and general aviation aircraft, and the use of low cost commercial drones to carry explosives.


As EW warfighting requirements continue to evolve in their complexity and interdependency, it is clear that future EW systems must work collaboratively with other Air, Ground, Surface, Space and Cyberspace systems. The 47th Annual Point Mugu Electronic Warfare Symposium will facilitate the exchange of enabling concepts and provide a venue to disseminate current research in the fields of Collaborative Electronic Warfare. Prominent leaders, contributors and representatives from the United States military, government, academia, and industry will come together to address current Electronic Warfare gaps and emerging technologies in Collaborative Electronic Warfare required to address these gaps.

EW warfighting requirements continue to evolve in their complexity and capability to meet Air, Ground, Surface, Space, and Cyberspace requirements. The 10th Annual Electronic Warfare Capability Gaps and Enabling Technologies Conference will provide a forum for EW professionals from the military, government, industry and academic fields, to discuss issues related to the requirements of EW programs, platforms, and operations. This capstone event will focus on the identified gaps and technologies the services required to ensure EW maintains freedom of maneuver through the Electromagnetic Spectrum (EMS) in support of achieving commanders’ objectives.

The Association of Old Crows (AOC) Educational Foundation (AEF) will be providing two scholarships to college students studying in the fields of Science, Technology, Engineering and Math (STEM). These scholarships are funded by a $25,000 donation from the Raytheon Corporation. Two scholarships in the amount of $12,500 each will be awarded in May 2018. Applications are due no later than March 30.

Cyberspace and Electronic Warfare technical capabilities are becoming more technically similar. However, the communities which practice these disciplines remain largely separated and vary widely across the military Services in terms of their equipment, unit organization and operating methodologies. This conference provides the EW and Cyberspace communities an opportunity to collaborate and discuss capabilities, TTPs and research in EW and Cyberspace operations to enable more rapid deployment of new and improved capabilities. The Cyber/EW Convergence Conference identifies ways to develop advanced technologies and systems to address the changing battlefield dynamics of the digital age and bring EW and Cyberspace together for the Warfighter!


This call for presentations challenges presenters to explore enabling collaborative electronic warfare (EW) through innovation and invention. We will accept presentations and/or demonstrations from all United States services, Department of Defense, industry, and academia that identify technical paths, options, and potential opportunities for EW collaboration. Specifically, abstracts should address one or more of the symposium sessions.

Abstracts for presentations must be unclassified and no more than one page of text or 400 words. Please forward unclassified abstracts to Christine Armstrong at and Dave Walman at by March 30, 2018.


AOC 2018 Award Nominations are now open. There are two categories of awards. Competitive Awards: Recognize individuals and units for their outstanding performance in furthering the aims of the Association of Old Crows in support of the United States or Allied Electronic Warfare (EW), Information Operations (IO), Electromagnetic Spectrum Operations (EMSO). Every year, the AOC presents these prestigious awards to each recipient at the Annual AOC International Symposium and Convention: Nomination Deadline: May 1. Non-Competitive Awards: Provide the means for our Chapters and the AOC Board of Directors to recognize individual achievements and contributions any time of the year. These awards will NOT be presented at the Annual AOC International Symposium and Convention.


Each year the AOC's membership determines the future of the Association by electing representatives to its Board of Directors. Nominations for the 2018 election will be accepted by or before or no later than April 2, 2018. Elections will begin on September 1, 2018 and will end on September 30, 2018. The 2018 election slate will be composed of two (2) At Large Director positions; as well as three (3) Regional Director positions representing the Central, Mid-Atlantic and the NEW Northwest Regions, respectively. The AOC’s 23rd European event in Lausanne, Switzerland, will consider the future of EW and EM Operations in the changing light of current and emerging threats, including Hybrid Warfare, Information Operations, the multi-domain battle (MDB), Cyber and Anti Access/Area Denial (A2/AD) where some potential opponents are excelling. It will consider the possible responses, how thinking and attitudes must change, and examine the new capabilities that will be required across all lines of development, by all services, in all countries in the free world.

The Conference will consist of plenary sessions focusing on operations, defence capability development, and industry inventiveness. AOC EW Lausanne 2018 will bring together the EW, SIGINT, C4ISR, Cyber EM Activities (CEMA) communities and more. Speakers will include leaders and operators from the military, government, and academia, S&T and international R&D communities and, crucially industry.

As part of an Army plan to rebuild its electronic warfare capabilities, the service plans to award a major contract later this year that would bolster EW capabilities. The contract is to support part of the Army’s Multi-Function Electronic Warfare program, which overall will provide brigade combat team commanders organic offensive electronic attack and support capabilities, which don’t currently exist. Specifically, the contract award will be for MFEW Air Large, which will outfit electronic warfare pods used to jam and detect signals onto large unmanned aerial systems. (C4ISRNET)


The Navy is moving ahead with unmanned surface and undersea vehicle development, and pursuing enabling technologies that will make the platforms operationally effective. A wide range of USVs and UUVs are in the works, littoral combat ship program executive officer Rear Adm. John Neagley said during a presentation at the Association for Unmanned Vehicle Systems International conference in National Harbor, Maryland. “Those capabilities will be delivered over the next couple years and start to get into our procurements in ‘18 and ‘19 and really start hitting the fleet,” he said. (National Defense)


The Navy is now integrating technologies for its latest Block III Super Hornet designed to bring a new generation of sensors, targeting systems, computer processing and electronic warfare weapons to the F/A-18 fighter jet. Given the rapid advance in sensors and long-range weapons now being matured by major US rivals such as Russia and China, Navy F/A-18 developers are planning a new Super Hornet variant equipped with advanced air-to-air and air-to-ground targeting technology, radar and electronic warfare weapons to meet emerging threats. (The National Interest)


Funding slated for major aircraft and related systems totals $55.2 billion under the Department of Defense (DoD) Fiscal Year (FY) 2019 acquisition funding request an increase of about $6 billion from the FY 2018 request. Included below are updates on programs such as the F-35, B-21 Bomber, F-15, V-22 Osprey, the AH-64E Apache, and more. This funding request is covered in the DoD’s “Program Acquisition Cost by Weapons System” booklet, which lists funding for programs that have been designated as Major Defense Acquisition Programs (MDAPs). Of the Trump Administration’s $236.7 billion FY 2018 budget request, $92.3 billion is designated for key MDAP programs. (Military Embedded Systems)
