This course provides an overview of Electronic Warfare from its roots in Electronic Combat to its contemporary EM Spectrum Warfare applications. This new conference, done in conjunction with NMIA, seeks to bring congruency to the EW enterprise by:
  • Enabling the EW community to influence and plan for the future intelligence needs of the next 10 years through a better understanding of intelligence analysis priorities, resources and processes.
  • Enabling system developers to influence these efforts to apply new technologies and prepare for the system need of the next 10 years through a better understanding of intelligence analysis priorities, resources and processes.
  • Enabling the intelligence community to focus their efforts to better integrate with the EW community needs through a better understanding of system development and operational priorities and requirements.
  • Teaching attendees how to understand the intelligence priorities, resources and activities of EW intelligence analysis.

Report from the AOC India Chapter Annual General Body Meeting
AOC India Chapter has just completed an eventful year since its inception in February 2010. Its first annual general membership meeting was held in Hotel Lalit Ashok, Bangalore on 7 May 2011. GAO TO CONGRESS: Actions are Needed to Increase Integration and Efficiencies of DOD’s $80 Billion ISR Enterprise
Last week, the US Government Accountability Office released a report to Congress outlining the need for the Department of Defense to compile intelligence, surveillance and reconnaissance (ISR) funding data, establish implementation goals and timelines for its efficiency efforts and give priority to examining efficiency in ISR collection activities. The success of ISR systems in collecting, processing and disseminating intelligence information has fueled demand for ISR support, and the DOD has significantly increased its investments in ISR capabilities since combat operations began in 2001. In fiscal year 2010, intelligence community spending -- including for ISR -- exceeded $80 billion.

The Boeing Co. (Wichita, KS) is being awarded a $61,138,793 firm-fixed-price contract modification for the C-130 Avionic Modernization Program (AMP) low rate initial production, part two to Lot 2, including two C-130 AMP kits; engineering and program management support; initial spares and support equipment for Little Rock Air Force Base and St. Joseph's Air National Guard Base; a functional test bed modification; a C-130 AMP part task trainer; and a C-130 AMP Weapon System Trainer.  ASC/WLNMC, Wright-Patterson Air Force Base, OH, is the contracting activity (FA8625-08-C-6481 PO0020).

Northrop Grumman Systems Corp., Integrated Systems Sector (San Diego, CA), is being awarded a $22,433,052 cost-plus-incentive-fee contract modification for: software maintenance, covering the tasks necessary for the contractor to maintain and support software for air vehicle, ground and support segments; and flight test, covering the tasks necessary for the Global Hawk (GH) system integrator (prime contractor) to participate in planning, provisioning, conducting, analyzing and documenting an integrated GH Combined Development/Operational Flight Test Program. These tasks provide the software maintenance and flight test to keep the development program operating. ASC/WIGK, Wright-Patterson Air Force Base, OH, is the contracting activity (F33657-01-C-4600 PO0422).

Lockheed Martin Corp. (Orlando, FL) was awarded on May 31 a $38,300,000 firm-fixed-price contract. The award will provide for the acquisition of materials, fabrication, integration, system validation and verification, delivery, government acceptance testing and contractor logistics support of the Multiple Integrated Laser System instrumentation and exercise control/after action review capability for the Saudi Arabia National Guard. Work will be performed in Orlando, FL, and San Diego, CA, with an estimated completion date of May 31, 2013. One bid was solicited, with one bid received. The US Army Program Executive Office of Simulation, Training and Instrumentation, Orlando, FL, is the contracting activity (W900KK-11-C-0004).

On May 31, the Joint Interoperability Test Command (JITC) multiple-award Omnibus contracts were extended as a modification to each of the three existing contracts: TASC-M (Andover, MA) (NBCHC020002, modification 421); TASC-N (Andover, MA) (NBCHC020001, modification 426); and Interop Joint Venture II (Chantilly, VA) (NBCHC020003, modification 429). The three JITC Omnibus multiple-award contracts are time-and-material contracts that provide a full-range of test, evaluation, and certification services to support rapid acquisition and fielding of global net-centric warfighting capabilities. The current contracts expire August 30, 2011.
The extensions will add an additional 12-month period to each JITC Omnibus contract from August 31, 2011 to August 30, 2012. The total combined ceiling values for the extension period will be increased by $35,000,000 dollars, changing the total contract ceilings from $1,120,000,000 dollars to $1,155,000,000 dollars. Performance will be at the Joint Interoperability Testing Command, located at Fort Huachuca, AZ, Fort Meade, MD, and Indian Head, MD. The original solicitation was issued as a full and open competitive action and eight proposals were received. The Defense Information Technology Contracting Organization, Scott Air Force Base, IL, is the contracting activity.
