DON'T MISS TOMORROW'S WEBINAR: EW in the Cyber-Information Age

In 2006, the US National Military Strategy for Cyberspace Operations (NMS-CO) added cyberspace as a domain "characterized by the use of electronics and the electromagnetic spectrum (EMS) to store, modify, and exchange data via networked systems and associated infrastructures." With the increasing international concern over cybersecurity, the US Department of Defense later redefined cyberspace as "a global domain within the information environment consisting of the interdependent network of information technology infrastructures, including the Internet, telecommunications networks, computer systems, and embedded processors and controllers." The original DOD definition of cyberspace recognized the need for a medium to transport data (and information) between electronic systems; the current definition emphasizes information systems specifically. Just as the sea is the medium for movement of people or cargo in the maritime domain, electromagnetic spectrum serves as the medium for the movement of data and information in all domains. This makes it even more important for the EW community to understand the importance of Joint Electromagnetic Spectrum Operations (JEMSO) to cyberspace operations and other information-related capabilities, particularly in the context of military operations conducted in contested environments.

This AOC presentation offers practitioners in all warfighting domains a fundamental way to think about Electronic Warfare (EW) in an age of increasing operational dependency on the EMS and information. For the EW community, it offers fundamental principles to guide a coordinated, coherent approach to our profession, including our relationships with the cyberspace and information operations communities.

OCTOBER 15 AOC VIRTUAL SERIES: Approaches for Resilient Positioning, Navigation and Timing (PNT)

Diverse elements of our military capability and national infrastructure are critically reliant on GPS as a near "sole means" source for precise location and time. Yet, GPS signal reception is potentially vulnerable to interference, and it does not work well in many environments; for example, indoors where people spend most of their time. Resilient "anywhere, anytime" position and timing will entail using a system of systems, not just a particular system.

The discussion starts with a quick review of how pervasive GPS has become and then describes some of the unmet needs and vulnerabilities. This webinar then surveys some of the alternate approaches currently being fielded and under development with an eye toward their strengths, weaknesses and synergisms in differing environments and applications. In the course of the webinar, other timing and location systems surveyed will include other SATNAV systems, such as Glonass, Galileo and Beidou; eLoran/VLF; Locata’s position and time system; WiFi positioning; select LTE/4G capabilities; Pedestrian Dead Reckoning (PDR); the P1588 precision clock synchronization protocol; and Chip Scale Atomic Clock (CSAC) developments. The importance of maintaining situational awareness for establishing environmental context is examined. Different system/sensor combinations shine in different environments, but only if correctly matched to the environment.

This year's unclassified event, in association with USPACOM, will cover the role of Information Operations, Electronic Warfare (EW), Cyber Electromagnetic Activities (CEMA), EM Spectrum Operations (EMSO), and other Information Related Capabilities (IRCs) and AOC mission areas, with specific operational and conceptual focus on the emergent threats and challenges posed by Hybrid Warfare*. As in previous Pacific events, the symposium will include global partners and Allies from around the Pacific region who will present their unique perspectives. The symposium continues October 22 with a classified working group at the SECRET REL FVEY at HQs U.S. Pacific Command on Camp H.M. Smith. The agenda and instructions for attendance for the classified working group will be coordinated through official military channels with PACOM J39.

The purpose of the symposium is to bring together government, military, industry, academia, small business and other stakeholders for discussions on the operational challenges facing the practitioners of these IRCs, and to explore possible technological and tactics/procedural solutions. To stimulate wider interest and inquiry into these issues, the symposium and related activities and events will be open to registration by government, industry and academia representatives without regard to their AOC membership status (both AOC members and non-members may register) except that access of foreign and any other persons may be restricted as necessary in accordance with applicable laws and regulations.

Electromagnetic spectrum (EMS) dominance in the future will require that we synchronize EW and cyber to achieve spectrum dominance. The U.S. Department of Defense, along with its industry partners, faces an uncertain global security environment driven by adversaries who recognize that the EMS has become vital to the success of their campaigns. Adversaries are aggressively fielding electronic warfare systems and cyber systems/technologies that significantly erode DoD’s ability to use and control the EMS while conducting military operations.
