Two-day classified event to provide a forum for EMW professionals from the military, government, industry, and academic fields to discuss:

1. How our adversaries are challenging our dominance in the electromagnetic spectrum (EMS)
2. Current EMW capabilities being explored to ensure our dominance is maintained
3. Integration of capabilities into a warfare system

CALL FOR PAPERS

Call for papers topics include: 

Focus Question 1: How can combined EMW capabilities in the sea, air, and land domains generate enhanced combat effects?
Focus Question 2: How can a system of systems focus enhance EMW capabilities?
Focus Question 3: How will coordination and simultaneous integration across all domains (land, sea, subsurface, air, space, and cyber) improve EMW capabilities?
Focus Question 4: What tools, processes, innovations, techniques, and best practices can be used to support management professionals in today’s unique and complex acquisition environment?

Abstracts for presentations are required in unclassified textual format. Please forward abstracts to Amy Belicev at belicev@crows.org. Abstracts are due 02 July 2019.

On the Road to Army of 2028 - Delivering Integrated EW, SIGINT and Cyber at the Tactical Echelon.

CALL FOR PAPERS

Original papers are being solicited from the United States and Five Eyes Nations, Government, Academia, Industry, Operational Units, and Subject Matter Experts on how to fight and win decisively against any adversary in a joint, multi-domain, high-intensity conflict through employment of Cyber Electromagnetic Activity (CEMA) capabilities. We will continue to expand the CEMA discussion from a doctrine, operational, technology, and threat perspective and how to integrate electronic warfare, cyber, signals intelligence, information operations, and other forms of non-kinetic fires into operational formations. Conference presentations may be classified TS/SCI US Only or REL FVEY, or Secret Releasable FVEY. 

Paper submissions should unclassified and indicate the level of classification for presentation, and focus on the following topic areas:

In order to design effective countermeasures – ones that produce significant miss distance – an understanding of the target of those countermeasures is required. In most cases that target is a tracking radar, which this webinar will seek to explain in order to promote an understanding of the interaction between the signal a radar receives and the track it creates. 

The presentation will start with a discussion of the radar as sensor and how it measures the range, Doppler, azimuth and elevation to a target. The values quantified by the radar will then be explored in the context of tracking systems, from simple α-β trackers to Kalman filters and more.

Finally, these tracking systems will be brought together in the context of modern Single-Target Tracking (STT) radars and Track-While-Scan (TWS) systems. Examples of STT and TWS systems will be discussed, along with how they could effectively be deceived. 

 

The AOC will recognize the premier leaders in EW, IO and EMS Operations fields throughout our 56th Annual Symposium and Convention. Please join us in celebrating these award winners for their exemplary service to our community. The Gold Medal Award is the highest award given by the AOC for outstanding advances and contributions in all fields of EW and IO. The Gold Medal Award as well as the Technology Hall of Fame Awards will be presented during the Opening Session on Monday, October 28th. The Hal Gershanoff Silver Medal Award is presented to an AOC member to recognize outstanding service in furthering the goals of the Association or its Chapter Organization(s). It is the highest award given to a member for service to the AOC. The Hal Gershanoff Silver Medal, the Colonel Anton D. Brees Lifetime Service Awards, and the Joseph W. Kearney Award will be presented at the Annual Banquet on Tuesday, October 29th. All other Individual awards will be presented at separate venues.

 

AOC Electronic Warfare Europe 2019 was the largest edition to date, attracting a record number of military representatives, industry delegates and exhibiting organisations to the show.

The post-event feedback survey was completed by 279 participants, more than double the 2018 response rate. Key findings indicated significant improvements in visitor and exhibitor satisfaction, with over 98% of participants satisfied with their experience at the event.

They operate in the shadows, hidden in research and development laboratories, but the Old Crows are at the forefront of electronic warfare (EW) and other operations in the electromagnetic spectrum.

The Aardvark Roost, the South African Chapter of the Association of Old Crows (AOC), is an organisation for individuals who have a common interest in electronic warfare and activities such as cyber electromagnetic activities, electromagnetic spectrum management operations, information operations and other information related capabilities.

The theme for the UNCLASSIFIED portion of the 2019 Pacific Information Operations Symposium, “Countering Coercion: The Role of Information Operations,” examines the Indo-Pacific Information Environment (IE) to understand how coercion and malign influence diminish the effectiveness of deterrence. Following last year’s symposium focus on how Information Operations could support effective deterrence, this year’s theme will examine how comprehensive coercion undermines effective deterrence of adversaries and assurance of allies and partners. The symposium will examine how to counter the erosive effects of coercion and malign influence from weakening or negating friendly force inform and influence efforts, preserving confidence in the cohesion of our Alliances and national capabilities to defend sovereignty from multiple attack vectors.

CALL FOR PAPERS

USINDOPACOM J39 and the Association of Old Crows (AOC) are soliciting original unclassified English language presentations and/or papers for the 8th Pacific IO Symposium / USINDOPACOM IO Symposium from subject matter experts in the United States, and Allied and partner militaries (or ministries of defense/security), as well as from academia and industry on the symposium theme.

Presentations must be UNCLASSIFIED, or FOUO releasable for the unclassified sessions. Presentations for classified sessions at Camp Smith (October 11th) should be at the SECRET REL/FVEY level.

The Granite State Roost held their annual Fisher Cats baseball game event on Friday evening, 21 June, as the NH Fisher Cats took on the Trenton Thunder.  Many attendees arrived early to participate in the opening ceremony by presenting the American flag during the National Anthem.  With the help of the American Legion Post 7, they folded the flag after the game.  The evening’s weather was perfect, with a breeze, beautiful sunset and cool temperatures.  The event, held on the first base party deck, included an all you can eat buffet of traditional baseball fare; attendees were treated to a fireworks display after the game. While various Defense Department officials have expressed skepticism that the F-35 Joint Strike Fighter can achieve a $25,000 cost per flying hour target by 2025, the department’s assistant secretary of defense for sustainment remains committed to that goal, he said June 20. (Defense Daily)

  

Airborne electronic warfare (EW) systems are becoming an increasingly important part of the electronic systems in fighter aircraft. Moreover, the functionality of many airborne EW designs are no longer just limited to being a self-protection system. One of the secondary—but growing in importance—features of this technology is to be able to record all the signals and electronic emissions that the aircraft is either subjected to or in range of during its mission. (AIN Online)

  

More than 400 F-35 Joint Strike Fighters are operating from 17 bases worldwide. From the near-Arctic region of Orland, Norway, to a recent deployment in the Middle East, the fifth-generation jet is expanding its reach. But a recent news report shows that weather conditions have some effect on the Pentagon's stealthy fifth-gen fighter, raising concerns about its performance in extreme climate locations. (Military.com)

  

On June 19, the House passed H.R. 2740, an appropriations minibus containing Defense, Energy & Water, Labor-HHS-Education, and State-Foreign Operations funding. This bill, with almost $1 trillion in funding, contains $690.2 billion for Defense. That’s $15.8 billion more than FY19, but $8 billion less than the President’s request, according to Bloomberg Government. However, the House figures assume there will be an agreement to increase the FY20 Budget Control Act (BCA) cap, which sets funding at $576 billion.

  

The Fiscal Year (FY) 2020 National Defense Authorization Act (NDAA) process has truly begun. Much like interns in blue blazers and khaki pants, amendments to the annual defense policy bill have been flooding both chambers of Congress for weeks. As of June 18, 502 amendments have been filed in the Senate alone. This is an increase from years past: For FY 2019, 433 amendments were considered; FY 2018, over 300. This trend is bicameral. There were 370 that the House Armed Services Committee considered in its 21 hours long markup this year compared to 315 in FY 2019 and 274 in FY 2018. Why the steady increase of NDAA amendments?
