The theme for this year’s CEMA conference is: “CEMA as a Critical Enabler to Modernization Priorities". We will showcase the important role CEMA technologies and capabilities can play in helping achieve the CSA’s top 6 priority areas: Long Range precision Fire, Next Generation Combat vehicle, Future Vertical Lift, Network/C3I modernization, Advanced Missile Defense, and Soldier Lethality. Conference presentations may be Classified, TS/SCI US Only or REL FVEY, or Secret Releasable FVEY.

We experienced a glitch with our 2018 AOC elections and thus stopped all voting in order to fix the issue. For the sake of transparency and integrity of our election process, all votes placed prior to September 15 were voided in the system in order to re-start with a clean slate.

Voting will run through Monday, October 15. Please be sure you see all 10 candidates for the At Large election slate on your screen when you vote, AND please carefully assess or reassess all 10 before you make your final selections of two candidates. (The mentioned "glitch" caused one or more names to be omitted.) The AOC Board of Directors sincerely thanks you for taking the time to cast or recast your vote once prompted with your password. We do apologize for any inconvenience.

The future of the AOC lies in the capable hands of our members, and your participation is critical. Please exercise your right to vote for your AOC Board of Directors representatives and vote on changes to the governing documents of the AOC.

Space EW with Dave Adamy: We will cover spherical trigonometry, orbit mechanics  and radio propagation (on the Earth and in space). These subjects will be handled gently, without any mind numbing math – just enough to support the second day’s material. We will then apply these disciplines to practical space EW problems dealing with intercept and jamming of hostile radar and communication systems. 

Electronic Countermeasures - Theory and Design: The goal of this course is to educate participants in the the field of Electronic Countermeasures (ECM) and Electronic Attacks (EA). This includes the complete countermeasures development cycle from analysing threat systems, to developing jammer techniques, and finally confirming their effectiveness. EA in communications, radar, and infrared systems will be explored in detail.

The 3rd edition of AOC EW Asia will examine technological and conceptual means of ensuring success for regional nations and allies across the spectrum of operational activity. The future of EW and EM Operations in the changing light of current and emerging threats will be explored, including Hybrid Warfare, Information Operations, Cyber and Anti Access/Area Denial (A2/AD), where some potential opponents are excelling. The conference will bring together the EW, Cyber EM Activities (CEMA), SIGINT, C4ISR communities and more to consider the possible responses, how thinking and attitudes must change, and examine the new capabilities that will be required across all lines of development, by all services, across the Asia-Pacific region.  

Call for Papers

The AOC is soliciting original unclassified, English language papers for the Singapore conference from international leaders, military personnel, subject matter experts and leading thinkers from the government, military, academia and industry.

Submissions are due by October 5, 2018. Potential speakers are invited to note the conference sessions topics and specific areas of interest, which can be found here. Company and product briefs will not be accepted; company information should be limited to 1 or 2 slides.

The purpose of the symposium is to bring together government, military, industry, academia, small business and other stakeholders for discussions on the operational challenges facing the practitioners of these IRCs, and to explore possible technological and tactics/procedural solutions. To stimulate wider interest and inquiry into these issues, the symposium and related activities and events will be open to registration by government, industry and academia representatives without regard to their AOC membership status (both AOC Members and non-members may register) except that access of foreign and any other persons may be restricted as necessary in accordance with applicable laws and regulations.               

The symposium agenda will focus on the role of information operations in maintaining the conditions for continued peace and stability within the region and will feature presentations and panels from senior U.S. Department of Defense leaders.

The key to effective jamming of surface-to-air and anti-ship missiles is producing a large angle tracking error in the associated radar. This webinar introduces the various methods of achieving that error using angle deception techniques. First, through a discussion of the classes of angle tracking, such as: lobe-on-receive-only (LORO) and monopulse, along with their vulnerabilities. The webinar will then focus on the primary forms of Electronic Attack (EA) that create angular errors, such as amplitude modulation, cross-eye jamming, and cross-polarization jamming. Finally, the presentation will conclude with guidance on how to integrate angle deception with other forms of EA, along with active and passive decoys, to develop an effective countermeasure.

Russian EW ops have “relocated” over 600 vessels from their coastal waters to airports. Gamers have convinced Pokémon Go that they are thousands of miles away in remote locations to collect virtual prizes. - Once the province of highly skilled technologists, GPS signal spoofing is now available to every nation and every consumer. Recent work has shown that it is even relatively simple to spoof multiple GNSS constellations at the same time. This Webinar will explore the development of spoofing technology, provide examples of documented spoofing incidents, and discuss countermeasures that can be taken to help avoid being spoofed.

CALL FOR PAPERS

The AOC Modern SAM 2019 conference committee is soliciting original papers from the United States Government, Academia, Industry, Operators, and Subject Matter Experts to discuss current and emerging trends in electro-optical (EO), infrared (IR), and radio-frequency (RF) surface-to-air missile system electronic warfare. While Secret US Only presentations are required,  the committee will accept presentations that are FVEY topic related, NO/FORN and classified up to TS/SCI US Only.     Note however,  no foreign nationals may participate in the conference.  

The theme for this year’s conference is “Modern SAMs: Electronic Warfare Analysis, Test, and Evaluation."

Abstracts for presentations are required in unclassified textual format. Please forward abstracts to Ms. Christine Armstrong at armstrong@crows.org. The deadline to submit is November 9, 2018.

Even after being cut by hundreds of million, fiscal year 2019 is set to be the Pentagon’s spendiest year for drones. The drone budget request, dispersed among branches and nestled in other programs, came in well over $9 billion. (C4ISR Net)

  

The Army has awarded Harris Corp. and Thales Defense a much anticipated radio contract that leaders say is critical for mission command on contested battlefields in the future. The two-channel leader software-defined radio will allow commanders on the ground to switch frequencies if one is being jammed by adversaries. (C4ISR Net)

  

In yet another sign the Corps is becoming increasingly concerned about air defense, the Corps decided to slap a counter-drone system on a Polaris MRZR all-terrain vehicle. It’s called the Light Marine Air Defense Integrated System, or LMADIS, and it’s comprised of two MRZR vehicles, a command node and a sensor vehicle. (Marine Corps. Times)

  

For every military innovation, there is an equal and opposite reaction. Tanks are met with anti-tank missiles, planes are met with anti-air missiles, uncrewed aerial vehicles are met with dedicated counter-UAS lasers. But drones, specifically smaller, cheaper drones, guided by swarming AI, can scale like software, overwhelming traditional defenses that match one-to-one countermeasures to airframes. (C4ISR Net)

An MQ-9 Reaper drone has bagged its first air-to-air kill of another small, aerial vehicle in a controlled simulation, an official revealed to Military.com this week. The successful test late last year showed the U.S. Air Force that an unmanned vehicle like the MQ-9 has the ability to conduct air-to-air combat, much like its manned fighter brethren such as an F-15 Eagle or F-22 Raptor, according to Col. Julian Cheater, commander of the 432nd Wing at Creech Air Force Base, Nevada. (Military.com Network)
