AOC CAPITOL HILL UPDATE: Congress Completes FY 2018 NDAA Conference Report
Last week, the Conference Committee for H.R. 2810, the FY 2018 National Defense Authorization Act (NDAA) reached an agreement on a final bill bridging significantly different House and Senate versions. The House completed its work on the Conference Report on Tuesday by passing the measure 356-70. The Senate is expected to bring up the bill later this week.  Despite tremendous legislative uncertainty in the 115th Congress, and the fact that the President’s budget was delivered to Congress later than usual (in May), this year might be the earliest that the NDAA was signed into law since the FY 2010 NDAA during the 111th Congress.

EARLY BIRD RATE ENDS NOV. 24: Great Speakers and Agenda Set for EW Singapore 2018, January 30-31
We live in a time of increasing uncertainty on many fronts.  Threats, challenges and opportunities are rising. Technology is accelerating. The world is undoubtedly changing and in unforeseen ways.  In terms of future warfare, national forces are being re-shaped and re-equipped to face an operational manoeuvre space that will be complex and connected, but constrained.  It may well be chaotic unless the right, informed choices are made now. The Asia-Pacific region is one of the most vital areas in the world and the focus of much change, but also of uncertainty. In terms of EW and electromagnetic operations, how can we make sense of these things? AOC EW Singapore will consider the future of EW and EM Operations in the changing light of current and emerging threats, including Hybrid Warfare and Anti Access/Area Denial (A2/AD) where potential opponents are out-performing the West. It will consider the possible responses, how thinking and attitudes must change, and examine the new capabilities that will be required across all lines of development, by all services, in all countries in the free world. The Conference will consist of plenary sessions focusing on operations, defence capability development, and industry inventiveness including innovation and breakthrough technologies.

CALL FOR PRESENTATIONS: 47th Annual Collaborative EW Symposium, March 13-15, Pt. Mugu, CA

As EW warfighting requirements continue to evolve in their complexity and interdependency, it is clear that future EW systems must work collaboratively with other Air, Ground, Surface Space and Cyberspace systems. The 47th Annual Point Mugu Electronic Warfare Symposium will facilitate the exchange of enabling concepts and provide a venue to disseminate current research in the fields of Collaborative Electronic Warfare. Prominent leaders, contributors and representatives from the United States military, government, academia, and industry will come together to address current Electronic Warfare gaps and emerging technologies in Collaborative Electronic Warfare required to address these gaps.

CALL FOR PRESENTATIONS
This call for presentations challenges presenters to explore enabling collaborative electronic warfare through innovation and invention. We will accept presentations and/or demonstrations from all United States services, Department of Defense, industry, and academia that identify technical paths, options, and potential opportunities for EW collaboration. Specifically, abstracts should address one or more of the symposium sessions:

1. Planning/Directing/Assessing Collaborative EW. Collaborative EW is driving mission planning to a new reality. To achieve efficient coordination with and tasking of distributed and cognitive networked EW systems, mission planning needs to be capable of working with multiple disparate systems before, during, and after a mission. The challenges of enabling dynamic resource allocation by EW operators working with unmanned and cognitive systems at the tactical to operational levels need to be addressed.

2. Testing and Demonstration of Cognitive and Collaborative Systems. Improvements in the testing, modeling, and demonstration of collaborative EW systems against modern/next gen threats is essential to gaining and maintaining advantage in EW. Advancements in the Live Virtual Constructive infrastructure as well as collaboration with the gaming and other related commercial industries are examples of areas to be explored.

3. Autonomy vs. Control of Cognitive EW Systems. The optimal employment of cognitive and autonomous EW systems is a challenge for the designers and developers as well as the operators. The level of interaction required/desired between the operators and the cognitive EW systems in their span of control are functions of many factors including trust, reliability, speed, and awareness of changes by the cognitive systems.

When a "proxy" hybrid force overthrew the local government, the security situation quickly deteriorated. The Marine advisors on the ground withdrew to the back to the amphibious assault ships, but due to the threat of shore-based missiles the amphibious assault ships had to stay too far offshore to be able to launch amphibious combat vehicles and the Navy’s hovercraft. The deployed units were then combined into a single Littoral Combat Group. The amphibious assault ships were supplemented by new small combatant craft, able to embark combinations of Marines, unmanned systems, and weapon systems. The naval task force was initially tasked to secure an Expeditionary Advanced Base on a nearby island. (War on the Rocks)

The radio crackles and a hush falls over a group of military intelligence Soldiers from D Company, 41st Brigade Engineer Battalion. They gather around a map inside the command tent and listen as a Soldier provides an update. He and his company are conducting a foot patrol and they need to cross a waterway, but they have arrived to find that the bridge is impassable. As the transmission ends, the Soldiers begin discussing the situation. One traces his finger down the length of the waterway and locates a second bridge. "Can they cross here?" It can’t build up war-ready forces to deter Russia and China while engaging in non-stop operations around the world, the way we have since 1991. The 53rd Electronic Warfare Group’s Partner Support Complex delivered the F-35 mission data file to Norway Oct. 26.This is the first overseas delivery of Block 3F mission data to a foreign nation and was accomplished in anticipation of Norway’s first F-35s, which arrived last week and will be marked by a Nov.10 ceremony there. "Delivery of this mission data file to Norway marks a great landmark," said Robert Kraus, F-35 PSC director. "Our software provides the Norwegian F-35 an unprecedented precision attack capability – a crucial element to maintaining peace." (Eglin AFB)

With the U.S. Air Force working hard to develop the B-21 bomber, it is a good time to look at the evolution of stealth starting with the Lockheed Martin F-117 Nighthawk [3]. That aircraft was retired in 2008, but would the F-117 still be useful today? The answer is that against most mid-range threats like Iran, absolutely. But against higher-end threats like Russia or China, not so much. Technology has advanced since engineers first dreamed up the F-117 "stealth fighter" concept. Developed in the 1970s and declared operational in complete secrecy in 1983, the F-117 ushered in a new era that would enable the United States to dominate warfare for decades to come. The B-2A Spirit, the world's only operational stealth bomber, has made its first visit to Edwards AFB's giant Benefield Anechoic Facility (BAF) this week. We have talked a bit about the sprawling and wildly elaborate infrastructure that supports America's weapons development programs lately, including how some of these sites look more like something out of Close Encounters of The Third Kind than real life, and the BAF certainly fits this bill. The Navy is beginning the process of improving its current AN/SPQ-9B X-band radar and creating a next-generation low-cost, lightweight, active phased array radar by 2027. In September, the Office of Naval Research held an Industry Day for its Future X-band Radar, or FXR, program. The program is entering the technology development and risk reduction stage. The new radar will have multiple capabilities, including anti-aircraft search and tracking, surface target search and track, detecting submarine periscopes, and identifying unidentified targets.
