Challenges and Opportunities for IO/EW/Cyber in A2/AD Environments
The purpose of the symposium is to bring together government, military, industry, academia, small business and other stakeholders for discussions on the operational challenges facing the practitioners of these IRCs, and to explore possible technological and tactics/procedural solutions. To stimulate wider interest and inquiry into these issues, the symposium and related activities and events will be open to registration by government, industry and academia representatives without regard to their AOC membership status (both AOC members and non-members may register) except that access of foreign and any other persons may be restricted as necessary in accordance with applicable laws and regulations.

CALL FOR POSTERS: AOC International Symposium and Convention
The AOC Poster Session will provide an excellent forum for authors, educators, students and young engineers to present their work in an informal and interactive setting. Posters are ideal for presenting speculative, late-breaking results, or for giving an introduction to interesting, innovative work. Posters are intended to provide authors and participants with the ability to connect with each other and to engage in discussions about the work.
The poster session provides information about the applications, architecture, implementation, performance and security of electronic warfare and information operations. Posters that present work-in-progress and draw important conclusions from practical experience are especially encouraged to submit.

SEPTEMBER AOC VIRTUAL SERIES: Sampling Theory & its Effects on System Performance, September 15

The universe is fundamentally analogue, but almost all modern technologies are based on digital systems on some level. In fact, many aspects of why digital systems work the way they do can be traced back to the conversion between analogue and digital signals – a process known as sampling. An understanding of sampling theory is thus crucial to understanding how modern systems work.
However, sampling is traditionally explained by resorting to complex mathematics, which tends to obscure the relatively simple underlying concepts. This presentation will draw back the mathematical veil obscuring these fundamental concepts by using simple arguments and graphics to explain how and why sampling works the way it does. As part of this process, issues such as aliasing, the Shannon-Nyquist criterion, bandpass sampling, I-Q sampling, interleaved samplers and others will be explored. It is thus hoped that attendees will gain greater insight into many aspects of sampling and how these issues affect the operation of modern systems.

EW Asia returns to Kuala Lumpur to debate the ever-evolving challenges of this complex subject. Bringing together senior delegations from regional and international militaries, defence intelligence communities and scientific and research agencies EW Asia will showcase focused discussions and ‘thought leader’ presentations.

REGISTER NOW! CEMA 2016 - Achieving Overmatch through the Convergence of Cyber, Signal, Electronic Warfare, Intelligence, and Space Capabilities, October 18-20
This upcoming October will mark 15 years of persistent conflict where the Army has enjoyed a distinct technological advantage in its fight against terrorism and in the conduct of counter-insurgency operations. Today we are on the brink of a new era of great power competition conflict. With a resurgent Russia and an escalating China, a civil war in Syria with international implications and Iran and North Korea steadily flexing their military presence, there are forces to be reckoned with. All are employing advanced electronic warfare and cyber capabilities at a rapid rate. Given these recent developments from prospective near-peer adversaries, the Army cannot afford to "wait until the wolf is at the door" and must prioritize maintaining overmatch; easier said than done. Limited resources dictate an innovative approach to the problem. The answer lies in the effective enterprise capability convergence of cyber, signal, electronic warfare, intelligence, information operations and space capabilities to ensure cyberspace dominance while simultaneously denying the same advantage to adversaries. The idea of capability convergence as a combat multiplier is the basis for this year’s conference theme.

The Gold Medal Award is the highest award given by the AOC for outstanding advances and contributions in all fields of EW and IO. The Gold Medal Award will be presented during the Opening Session on Tuesday, November 29th. The Hal Gershanoff Silver Medal Award is presented to an AOC member to recognize outstanding service in furthering the goals of the Association or its Chapter Organization(s). It is the highest award given to a member for service to the AOC. The Hal Gershanoff Silver Medal, the Colonel Anton D. Brees Lifetime Service Awards and the Joseph W. Kearney Award will be presented at the Annual Banquet on Wednesday, November 30th. All other Individual awards will be presented at separate venues.

 INDUSTRY NEWS: New Office to Keep Army Ahead of Technological Change Modernization in the Russian military has resulted in exceptional cyber, electronic warfare, and anti-access/area-denial capabilities that have raised concerns in the U.S. Army, particularly in the wake of Russia's 2014 invasion of Crimea and subsequent involvement in Syria. "What we saw is that even though we are the best trained and best equipped Army in the world, our adversaries and technology don't wait on our timetable," said Maj. Gen. Walter E.  INDUSTRY NEWS: New Army Office Aims to Get Rapid with New Tech The Army, which like the other military services has been looking for ways to get around cumbersome traditional acquisition processes and get new technologies into the hands of troops more quickly, has created a Rapid Capabilities Office intended to do just that. The new office, announced by Secretary of the Army Eric K. Fanning Aug. 31, will focus on quickly developing and deploying new technologies, starting with the areas such as cyber, electronic warfare, survivability and positioning, navigation and timing and others, the Army said. INDUSTRY NEWS: Army Sets up Office to Speed up Electronic Warfare, Cyber Buys The Army is officially setting up a new vehicle to circumvent the bulky military acquisition process for areas serving immediate needs like electronic warfare and cyber. The Army’s Rapid Capabilities Office (RCO) follows in the footsteps of the Defense Department’s Strategic Capabilities Office and the Air Force’s own Rapid Acquisition Office.  INDUSTRY NEWS: Air Force Begins Massive High-Tech F-15 Upgrade to Stay in Front of Chinese J-10 The U.S. Air Force is vigorously upgrading the 1980s-era F-15 fighter by giving new weapons and sensors in the hope of maintaining air-to-air superiority over the Chinese J-10 equivalent. The multi-pronged effort includes the current addition of electronic warfare technology, super-fast high-speed computers, infrared search and track enemy targeting systems, increased networking ability and upgraded weapons-firing capability, Air Force and Boeing officials said.  INDUSTRY NEWS: Counter-Drone Exercise Black Dart Expands, Moves To Eglin AFB The 2016 edition of Black Dart, the Defense Department’s formerly classified counter-drone exercise, expands to Eglin Air Force Base this year, in search of more space and more capabilities, including ships. "Eglin will allow us to deliver added uncertainty in the way of providing multiple locations for launching UAS at different distances so we can explore the full nature of the threat and the full nature of the (defensive) capability," Navy Lt.  INDUSTRY NEWS: How Flexible Are US Counter-A2/AD Systems Anyway? A recent International Security article by Stephen Biddle and Ivan Oelrich (summarized here, here, and here) foresees an East Asian military landscape in which states use land-based cruise, ballistic, and surface-to-air missiles to develop anti-access/area denial bubbles.  INDUSTRY NEWS: Restrained Strategy, Lower Military Budgets Despite five years of official complaints about "sequestration" budgets, U.S. military spending remains historically high. In 2016, U.S. military spending will be $607 billion, including $59 billion for Overseas Contingency Operations, the fund that ostensibly finances wars but also funds non-war (or base) accounts. Barring a new budget deal, the fiscal year 2017 budget, now stuck in Congress, will be virtually the same size. In real (inflation-adjusted) dollars, Americans spend more on the military today than at any point in the Cold War, except the brief peaks during the Korean War and the 1980s. (War on the Rocks)

INDUSTRY NEWS: Defence Funds a Boost for Electronic Warfare Australia’s electronic war gaming capabilities will receive a $500 million boost with a new defence centre in South Australia.  INDUSTRY NEWS: Zap. Marines Like Lasers For F-35B Ok, there’s no money, And no timetable. But the head of Marine requirements, Lt. Gen. Robert Walsh, told reporters he could "absolutely" see the Joint Strike Fighter armed with lasers. This is consistent with plans we’ve heard from Northrop Grumman for the notional sixth-generation fighter and with the heavy push across the Defense Department to shrink lasers and to arm ships, planes and armored vehicles with lasers.
